Helping institutions understand how care works in practice, where access breaks down, and what it takes to improve delivery.
First Nations Health Authority · 2024–2025
First Nations health governance
Managed the evaluation of FNHA and the BC Tripartite Framework Agreement, coordinating a review of 1,800 documents, 75 interviews, 28 engagement sessions, a 315-response survey, and more than 30 technical reports. Findings were validated with partners and regional leaders.

Sioux Lookout First Nations Health Authority · 2024
An oral health business case for 33 communities
Led engagement in seven fly-in communities and developed a costed business case for oral health services. The work combined international comparisons with service options, financial modelling, operational requirements, partnerships, and funding mechanisms.

BC Ministry of Mental Health and Addictions · 2023–2025
BC decriminalization policy evaluation
Managed study design, research, and engagement on a highly scrutinized policy file. Brought together evidence from health authorities, police, local governments, Indigenous communities, and people who use drugs to inform implementation and policy improvement.

Integrated Child and Youth teams
Managed a three-year implementation evaluation of the ICY team model. Worked with ministry representatives, healthcare providers, teams, and community partners to examine operations and early outcomes and support continuous improvement.

Clinical care & quality improvement
Experience includes evaluation of the First Nations and Inuit Health Branch Clinical Care Program, physician quality improvement, and Yukon’s continuous glucose monitoring pilot. Across these assignments, the work connected frontline experience with evidence about service delivery and outcomes.

Led a performance-readiness assessment of the $755 million initiative, reviewing financial models, fund-manager experience, impact standards, and organizations’ capacity to report on outcomes.

As a co-founder and managing partner of Qatalyst Research Group, I helped grow a practice from three people to more than twenty staff, supported by a network of more than twenty-five active associates.
